For example:
1's = 1 drawing per frame
2's = 2 drawings per frame
If your animation is 24 frames per second and your animating on 2's, you get 12 drawings total.
24 / 2 = 12
AND then for example
If you are on 2's (assuming you are shooting on a camera), you shoot the same drawing twice.
12 drawings
multiple by 2 (because you are shooting the same drawing twice)
you get 24.
24FPS is the animation standard
29.97 (or commonly mentioned as 30FPS) is life like animation (Disney)

Well it depends. Usually an animator wont use anything past 2's. Somethings look good breifly on 8's in feature animation, like impacts or a long gaze, but the use of 8 in features is rare.
You'll see 8's on shows like Southpark or Futurama. but feature is limmited to 1's, or maybe if they are low on budget, 2's.
cheers,
andy
