i think this has been said a couple hundred times on the forums so you should be able to search and find it easily. also it's on the very beginning of the newbie tutorial thread.

Well, it's in the manual but here you go...
This is one of several ways you can do it:
Go to Views|Viewport Background... and select the image you want and at the bottom there's a pull down for the Viewport you want the image in. Select it and you're done!
