Diffuse Glow effect in AE6.5/7?

Duplicate the layer, set the mode of the cloned layer to soft light, add or screen, blur it, add grain, adjust contrast or levels.

Is there a plugin?

Sure. Genarts' Sapphire has various flavors of Glow as does Boris Continuum Complete, but if you want an opinion: be smart and save the money. No need to fall for the beginner stereotypes and cry for a plugin first (no offence). Simply follow scrimski's suggestions. They will work just as well. I may add you may want to use 32 bpc in AE 7 for a more natural look.
