Is there somewhere this might be turned off in settings? I can't find it anywhere and I have a lot of saved preferences so I dont want to delete them,...

Check to see if your history is turned off. If it is then you wont be able to see your manipulator for extruding faces and edges, but the action can still be perfomed. But I know its easier when you can see it. So go now and check and see if you history is turned off.
