I think I understand what you're saying... There is no way to link lights to paint effects strokes like it is possible with objects.
The only way I think this is possible is by rendering the paint effects with the lights you want - separate - from the rest of the scene. Then compositing everything together on a compositing program.
Anyone else have any other ideas?

The compositing the program talks what, it is?
It talks an editing program?
It is photoshop/aftereffect..another??
When it amends separately, the effect is set different in illumination and is u the cotton it isn't strenuous?
It was impossible from program form?
Inside using the difficulty group or a parent function? All.
It saw a node connection from the hypershade or the graph, but was not becoming the connection in illumination.
When the inside interpretation is right, it does talk the place what kind of thing to once with compositing program, it wants knowing.
Meaning which I want delivering is not known is delivered but it appears the interpretation to be hitting without knowing why. If the interpretation is possible difficultly to inform, it becomes
The composition capability eng from watch is sorry.

Try to use the "real lights" option in the attribute editor of the painteffect you created. I don't know if that is that you want but when checked, the painteffects uses the lights in the scene.

A workaround for paint effects light linking is to exclusively link to objects all lights in your scene that you do NOT wish to light the paint effects. Whatever is left over will light the strokes.
