Is there a best way to scale an image from 1024X1024 to 512X512? Some way to help preserve details? If it is important to know the majority of my image is monochrome. I painted a texture for a model and now the team has decided to use 512 textures.

Hi,

Just go to the menu and select Image/Image size then document size, select percent enter 50% check off constrain proportions and resample image (bicubic) hit enter and image has been resized.

Ditto.. you are downsampling so dont worry about detail.
