First, the obvious question that should not be overlooked :): Is it already installed? If you installed it, check that it's on the correct folder. By default this is:
C:\Program Files\AliasWavefront\ShaderLibrary\
and inside this folder, check that it's full of files and folders and that they did not get deleted by mistake or something like that.
Next check that the environment variable for it is set correctly. Go to the Windows Control Panel, then 'System'. Look in the 'Advanced' tab for the 'Environment Variables' button. When you click it, the Environment Variables window comes up, here look at the bottom portion and check to see if a variable called "MAYA_SHADER_LIBRARY_PATH" exists, and if it points to the correct path. If it doesn't exist, create a new variable with that name pointing to "C:\Program Files\AliasWavefront\ShaderLibrary\shaders". Or if it does exist but it points to another path, then correct it by placing the correct path.
This should take care of it. Let me know if it still doesn't.
