hehe, start placing your bets;)
This image was just a test using the Freehand tools-plugin
wich let's you paint geometry over a surface.I though it would
be appropriate here in the MAX-forum:)
The head-model is something I did a while ago. Iīm working on the hair now. Here you see another render with wires:

No itīs not RPC Spray, itīs a thing called "Freehand tools". You can paint splines, boxes or any other geometry you created onto a surface. The painted models will align to the surface normals, kinda cool.

Emre- If by extrude you mean, make them independant objects-yes, they are like that from the start, not attached to the painted surface.
Groovedog- There are parameters for size and frequency of created objects(or vertices in a spline) and a lot more. You can select more than one objects to use for the painting, and have them be created in a random manner or in a row.
