One of the biggest parts of it is learning why things are the way they are:
Why do body parts appear where they are?
Why do people and things move in particular ways?
Why do shadows look like they do?

90% of learning to draw is observing how things are put together (anatomy), and how light works when applied to a form (lighting). The other 10% is copying it creatively.

I would start by googling Andrew Loomis and grabbing some of his books. He really did a good job of putting the techniques needed to draw in to words.
