...when you select points to make "Open Curve",choose the number of curve points/knots from the selected curve like "Spline Draw"?

not quite sure what you mean... but try this:

(the lscript is still in WIP)

Your sites down right now,I thought I had "Freeze Splines" but havent tried it yet.

What I'm saying is a plug like "Spline Draw" but instead of selecting two points then running "Spline Draw" you would run something else that when ran would bring up a requester that you could select how many points that would occur within the spline.

Sorta like

main
{
a=point one
b=point two
}
if
{
more than two points selected"Warning more than two points selected".
}
else
{
//a+b point selection brings up requester
spline two points and ctlnumber is equal to how many points are wanted by user to be in the spline( like spline draw).
}

make your spline and delete any points in between the two edges to reduce the number of points making up the curve

Have you tried path Editor from Dstorm http://www.flay.com/getdetail.cfm?ID=1361

"This plug-in contains two components. The first, Path Editor, will add a sliding crosshair to a selected path which enables you to add points or split segments along the curve visually or according to numeric input. The second component, Path Divider enables you to subdivide the path by length or knots with numeric input for the number of segments." re Flay

also take a look at Pictrix's R_ReDivider: http://plaza17.mbn.or.jp/~PICTRIX/lw/ls/Rdiv/index.html
