yes,u can use maya fluids to create a tornado..
but i think "the example that u have shown"
is done using maya sprites with custom shaders..

I'm also trying to create a tornado recently.
The best method that i've come up with right now is using both particles and fluids.
You have to create a nurbs cylinder and deform it so that it looks like a tornado, then emit particles from it and make the cylinder a goal for the particles.
With an expression you can change the goalU and goalV attributes of the particles and make them move in a spiral around your tornadomesh.
When that works you can either go the simple way and just use clouds or sprites for your particles and render. But fluids look much nicer and more realistic so i used a script(it should be somewhere in the forums here) to convert those particles to fluids(I modified it a little bit though). The rest is just tweaking until the fluid looks alright.

This scripts automates the process of setting up a tornado-particle-system. It can handle variouse emitter and particle systems with an slider-based-control. You can find a documentation on my website!.

You may also want to use Maya Fluids to shade the particles you use for the tornado. This will give you a great effect.

ok people i have made setup for tornado and everything, so is there any1 who can tweak a little fluid settings so this could look like 'real' tornado?
i will share my scene with everyone who would like to help me!
