They animate it as slow as it is or they play with timing in a compositing program?

If you want things to go slow motion you'll want to add more frames. For example you have a 30 frame animation at 30FPS, so that's 1 second. If you want it to move twice as slow then you'll need 60 frames at 30FPS that'll play for 2 seconds.
You can make it slower using a compositing program but it will be interpolating so it won't look very accurate. It's better to have more frames.

Sorry, I use Blender, and don't know the names of things in Maya or Max, but I know that in Blender there is a "Time" IPO, which you can adjust, per object. So you can have some objects go through their motions very slowly, or quickly. Is there a Max/Maya equivalent?
