Add 8 pixels of black bars on the top and bottom using your video editing app of choice.

did you mean 8 pixels on the left and right? to make up 720?
and make the pixel aspect ratio D1?
Do you know why it is like that in the first place??

Yes, he meant 8 pixels on the left and right, to get the standard 720x576 video res.
As to why is the video like that now, we've never seen it and don't know where it came from - if you don't know, how can we? :P
Maybe someone didn't like the black "sidebars" and decided to crop it?

No no no...it was definitely the aliens that cropped the video. Do not disturb it or you shall be smitten!

Rendered, shmendered. Don't be absurd, that's a pretty far-fetched explanation. Aliens cropping it is far more logical and believeable, there's no need to introduce any of that render nonsense :) What is rendering and who cares, anyway?
