You might be a little more specific - the subject of 'art' is enormous.
If you are interested in Painting, the absolute best book I can recommend is Richard Schmid's "Alla Prima". This is sometimes refered to as the painters bible. It's both advanced and very basic - plan on reading it a few times ;). It's probably best purchased through his website, about $60 including shipping within the U.S.

As previously stated, "Art" is a huge subject spanning all continents over 3000 years, you might as well ask about "best science books?".
I can only suggest getting one of the hefty "overview" books of art history (David Piper- Illustrated History of Art is good). Read that, and if any artists, periods or movements particularly appeal to you, go get a more specialist book on that subject.
Repeat this process for about ten years and you should have a decent overview of art history.
