As far as I know, they used Thinking particles for the fx. In max (pflow), u can achieve something like this by placing particles at object vertex level then AgeTest and next event must have some force to distort the particles in some random shape.Allan Mckay has a good vid tut on this topic in his site which involved some scripting also.

There is more then one way to tackle this using pflow, one would be to actually place the place holders for the particles as boxes align those as you wish using any method you find suitable for you.
then use a birth script to create a particle per box, load its transform into the particle transform and use any kind of effect to mess it up.

you could also use a speed by surface operator to emit in all direction then use rotation by speed space and send out into a new even with speed = 0. this way the particles will align by the surface normals but won`t keep moving.

try and look at www.scriptspot.com/bobo/ (http://www.scriptspot.com/bobo/) for more ref of how to write pflow scripts.

Cheers
