Can some video card output 4K image ? I have Decklink HD Extreme and it can work 2K with Premiere. I want to Output 4K in AE, Can some card do it ?

The card only limits what can be output to video. It doesn't limit the resolution of your AE project.
What do you need 4k output for? Most projectors or monitors can't even view 4k. As far as I know the only device that can view 4k is the Sony SXRD, which costs $100k and any card that can output 4k is going to run you in the $50k range. Let alone the raid array that can sustain 4k.
