I'm not talking about the lines, I'm just talking about the actual colors.

I don't know, it's hard to say.
The line art could be made with a Fine Camel out of oils.
I see ome standard airbrush as well as some blenders.

Hi,
I'll assume you have the artist's prior written permission to publish his art here. If you don't have his prior written permission to publish his work here, you could be infringing his copyrights.
Better to post links to the images to avoid copyright infringement.
In any case, your best bet is to ask the artist how he created this work.
Using Painter, the coloring could be done in a number of ways. It looks like most of it was flat color and the rest only a few brush strokes added with simple brush variants, some of which interact with the currently selected Paper.
