I have an animation that I want to make for a class that I'm in. Lighting the scene requires reflections from various flourescent light bulbs. The scene is a pool table, so I need the balls to reflect the table lights above and around the table itself. How do you create "light bars" in Maya 8?

There's not actually a "light" that you can use but what you can do is make a tube model and apply a material with incandesance turned up and it will be "bright" and will show up in the reflections.

Or, you could use an area light and uncheck emit diffuse, so it only shows up in specularity. then just scale to the right size of the light bulbs you want.
