How difficult would it be to create a hovercraft like dust cloud? (blowing under neath the vehicle and out). I have only slight experience with the particle systems of Max, so I'm rather unknowledgeable as to how good Maya handles such systems.

You could attach the emitter to the engines and emit the particles from there (for a better look you can use surface emitters).

I think it would be better if you only output the particles (no vehicle) and then combine both sequences in POST.

It would be easy. make a plane the shape of the bottom of the hover-craft and make that emit particles. Select the ground/terrain and make that a collision object, and the particles will react to them normally. You will obviously have to adjust the parameters of the particles, but it shouldn't be too much of a problem.

Wouldn't I run into problems with the particles not interacting with the vehicle then?

Well, as a matter of fact it's pretty easy to setup.
Just go through the online help and you'll find your answers right again
