Since there's no price range.. its hard to say.
Here are some basic things that will cover most of what you will use your system for.
1) Get an Intel Core 2 Duo E6600 (if you can't afford one, an E6400 will work fine as well)
2) Get around 2GB of RAM, although if budget is tight, 1GB will be "ok" This is also something you can upgrade later, quite easily. Good RAM makers are Corsair, Crucial, Kingston, OCZ. There are others as well but these are off the top of my head.
3) Get a Geforce 7900GTO, they're around $250, and it should last you for a while. Once you need it replaced, there should be a new generation of Geforces out (Geforce 9 most likely). Since 3D work is light and you are not a heavy gamer, you wont really have much to deal with. and wont need more power for some time, IMO.
4) Hard drives are cheap. The best price/space ratio is the $100 hard drives. These are around 320GB. Though, 400GB hard drives have been falling in price.. I'd go with Seagate.
5) Get an Intel 975X based chipset. It should provide room to upgrade to quad core CPUs in the future.
6) Get a quality PSU. One that is around $80, and from someone like Seasonic, Antec, Silverstone, Enermax, or PC Power and Cooling. Good quality powersupplies go a long way in improving system stability.
