vibrating verts

here is an anim to show the problem

i am using max 5.1 and cs 4.0

i also noticed to the previous version of the file worked fine in max 4.2 and cs 3.4

i hope this doesn't mean there is some sort of huge bug in cs 4.0

any discreet people out there?
