im no expert either but try doing the form with Flash(the app not an effect)
an then give a blur and a glow on ae

Yeh, very simple. Create the form / shape with your drawing application eg photoshop. Then in AFX animate it growing, scaling, fading in / out and use something like additive blend mode.
