How are you setting your scene up, camera wise, that you have to have a complete detailed mountain texture from far away and close up? I would focus on your camera work first and only adding detail where you'll see it from the camera when close up. No need to create a super detailed close up surface map for a complete mountain side if your not going to be seeing the complete mountain side close up, which is basically impossible anyways if your really close.

Once you work that out create high res textures in photoshop so you have the highest level of controlled detail. Then create a separate texture for the far away shot so you can cheat certain things as if you were creating a matte painting.

This all comes down to your personal style and preferences though. There is no clear cut way to answer this question. You as an artist has to decide what looks and works best.

Good luck. :)

You can also use a falloff map(by distance) to blend those near and far maps depending on their distance from the camera.

Try a top/bottom material too. Works great.
