i am sorry for asking this but honestly i did try the manual and found the description there but couldn't find the "switch" in the viewport settings. could someone please tell me how to turn on the safe frame in the viewport.

View window menus: Edit->Configure...

In the Attributes Manager, you'll see the Viewport settings. Go to the View tab to set these features.
