wut do u mean by blue screen tutorials? Do u want to make a blue screen of death and fake it on someone's computer or are u referring to masking off the background w/ a blue screen so u can do some animations w/ some fake backdrops?

Typically blue screen (and green screen) is refered to when talking about video. Are you just looking how to use a certain color, in a single image, as a matte or mask?

OK...here is a quick and dirty way to do it:
use the magic wand to select the color.
right-click and choose "similar".
hit ctrl+shift+i to invert the selection.
hit the "quick mask" button.
Add new background layer underneath.
Edit: This method is best used for a single color such as a blue screen.

the best way to pull a prank is to open up many applications, lay them on top of each other without maximizing so u can see them all at once, then open the start menu and go in a few folders, then take a screen shot w/ the print screen button and then paste it in photoshop or paintbrush and set it as someone's desktop wallpaper... it'll confuse the hell out of them every time... =D
