Is there anyway to simulate something like a plastic bag being inflated? I'm not very familiar with cloth simulation and this seems to be rather diffucult to do, so any ideas would be appreciated.

Fake it with blend shapes or you could animate the soft modication tool...

Or softbodies with particle goals..
