This depends on where you set up Photoshop, but my command line is like this;
C:\Program Files\Adobe\Adobe Photoshop CS2\Photoshop.exe
This is a default setup on a PC, XP Home.
If you have Photoshop on your start menu, you can right click on the icon, scroll down to properties, and find the command line in "Target"

What I mean is that most programs can be run by just typing the name...like "bridge" and Adobe Bridge will open or "iTunes" and it will open without typing a full path. But I can not seem to get photoshop to work this way. I thought that maybe it has some kind of a acronym like ps9 or photo or something.

Photoshop should start by simple typing Photoshop in the run box. I just tested this on my wife's computer to make sure that what I say is 100% true. Seems to me that you have a local problem.
