Turn on smoothing in the brushes panel.
That should help.

It was already on and i really want this to be fixed before i get a wacom tablet. Getting one won't make the problem go away :( .

When you make the circle, is it circular as you are dragging, or is it edgey? I suppose either way, it be for the same reason. It seems to be some sort of video problem. If it was edgey as you were drawing it, it doesnt seem as though it would do this (not a software engineer). If it did it after u had drawn it, then perhaps this be more of a video card problem. Hard to say really.
What card u have, what spec? I would also check ur system against the minimum requirements, say u are using CS2, not sure but perhaps the ram requirement is 1Gb, not sure. Ram these days is pretty cheap, but then cheap isnt as good as decent ;)
Sollutions could be, updates to ur drivers, and reinstalling PS. Other than that perhaps hardware upgrades? Start with the updates, then move onto reinstall, then hardware...series of cancellation :)
hope that helped :D

What are you using to draw the circle and what are your system specs?

I get much the same edgy squared look when I'm drawing a circle with my Wacom mouse on the tablet instead of my stylus. I only get the smoother circle when I'm drawing with my stylus.
Maybe check to see if you have Snap To on? View/Snap To...

just my thoughts...
photoshop isn't that great with hand drawn curves. with a mouse it;s horrible at curves.
with a wacom it's definately workable. i don't think it's your system, you might wanna check out the preferences in photoshop and see how much memory is being allocated to it. maybe its' not running enough ( this is under edit/preferences/filehandling, i think )
anyhoo. goodluck

are you drawing on a crt or a digital display. If its a crt the screen scale settings might be set improperly.

None of the suggestion have fixed the problem. Maybe the best thing to do is to buy a new computer?
But how d i know if i got it at ctr or digital display?

A dirty mouse is causing this kind of behavior, the ones with the ball inside.
i really really doubt it's you computer specs. Photoshop has been around for a long time, as has the ability to draw a circle. Are you sure you just can't draw a good circle by hand?

I have a laser mouse and and 2 ball mouse, both gets the same bad circel.
I've made many circels and its always the same result, almost a rectangled circel, lol.
I think there is something wrong with my computer because there have been virus and everything, so my computer is actually a mess which i have'nt re-formated, since i don't know who to do that either, but i think that the problem is there if my specs should'nt be the reason. I think that i should reformat my copmuter, and then photoshop is ready to create beautiful cirkels.
Now i just need to get some money to buy a new one..

As I mentioned previously...when I'm using a mouse to draw a circle in Photoshop, I get the squared edges just like you do. It's only when I use my stylus that I get a smoother circle.
In most cases, if I'm trying to get a good circle, I'll use the ellipse selector and create a circle with that. That is, if I haven't drawn it (as part of whatever I'm working on) and scanned it in. For the most part, my artwork is drawn first, then scanned in; although I will do some editing in Photoshop and draw with my wacom stylus.
I really don't think that your problem is because of Photoshop, particularly if everything else is working fine (I'm guessing on that since you haven't mentioned any other issues). If you can't work with a tablet and stylus, then draw what you need and scan that.
