I recently got a 21 inch apple monitor plugged into the PC here at work. The problem is there are no controls to make the screen fit to the edges. (there is that big black border)

There doesnt seem to be any way of fixing this using my NVIDIA settings. The closest thing is screen postitioning and rotation.

Is there any tools I can download that can fix this problem?

You have a widescreen monitor, use an appropriate resolution. For example, 1280x960.

Typical monitors have a 4:3 aspect ratio so they fit resolutions like: 80x600, 1024x768, 1280x1024.

So if the physical width of the screen is more than the height, you have to adjust the desktop resolution accordingly.

If you have the latest Nvidia drivers, in the display settings, it should show you a black box as you adjust the screen resolution. The ones that look more rectangular than square are suitable for your monitor.

It's a 4:3 monitor and I have the res set at 1600 x 1200 and the picture does not fill the screen.

Other monitors I've used have a control panel where you can adjust these things but this one doesnt.

I figured there would be a tool you can download to fix this

What nvidia driver revision? The latest drivers have this option, which may allow you to resolve your issue.
