Without plugins, you could subdivide a plane a whole bunch of times, select the polys that make up the shape you want, put them into a new layer, bevel with a small inset and put those into a new layer, then for the columns that are the same height you bevel with no inset, only shift, and get them the right height. Then bevel the remainder with no inset and a random shift.

or
on a background layer, simply create a grid,
make the displacement you want the blocks to conform to.
on a forground layer, create a block as long as you want but slimmer then the size of your grid divisions.

very simple and quick to do.
