one quick method i can think of is
subdivide the surface like this:
_____
|_|_|_|
|_|_|_|
|_|_|_|
hit F8 to put maya into component mode, select the middle face and delete it.
good luck!

ok , thats easy but i need to make a round hole in a polygon , if i select the edges where the face is deleted i cannot smooth them alone

If you have a box and a cylinder, do a boolean subtraction. An uncapped polygon cylinder also works.

You can select a single polygon face and extrude it with offset to make a face within a face. Then just select the inner face and delete it.

Yes. Or you can subdivide the polygon or use the split polygon tool to add edges and then kill the inner poly.
