Is it possible to create fire using xsi paticles that rivals that of fluids?

by using a purely procedural shading, and assuming you won't write any custom code, definitely not.
no sprite based rendering procedure would be adequate represent to start with, and the simulation method being element based, rather then being a volume based simulational model, doesn't help with the motion either.

you still -can- get convincing looking fire out of it, provided we're talking of small effects work and/or contributions or comp helpers.

mapping sequences of real fire, certain noise models travelling across the cloud, animated light contributions to superimpose on the envrionemnt etc. are all things that help with it, and it's not so dissimilar from the techniques used for the balrog in lord of the rings, but they won't get you very far, not in a reasonable amount of time at least.
