The easiest way would be to use a variety of grunge brushes. There used to be a set flying around the net called Picasso brushes (I believe, it's been a while) that were really similar to this, assuming my memory isn't completely shot. Google 'photoshop grunge brush' as a start.
The harder way is to get some paint (real paint) and sling it around ( like this little dude: :arteest: ) until you get some nice results, then scan or take photos of it. Hope this helps

I made a brush that you might be able to tweak to meet your needs, but don't know of a way to seperate just that brush from my set to upload it, beyond creating a new set by deleting all others...
