Does anyone know of a hotkey or a command that allows you to cycle the layer modes and preview the effects at the same time?

SHIFT_+_+ (thats shift and the plus key next to the backspace key) and you can minus to go backwards.

it will cycle through all blending modes depending on what tool you have currently.
If you have the marquee tool it will cycle the layer blending. if you the brush tool it will cycle the brush mode, if you have the dodge tool it will cycle the dodging effect. so on and so forth ;)

there are also hotkeys to get to specific layer modes. ....oh found them

use Alt+Shift+Letter (where Letter is one of letters listed below) to quickly change the blending mode:

N = Normal
I = Dissolve
M = Multiply
S = Screen
O = Overlay
F = Soft Light

H = Hard Light
D = Color Dodge
B = Color Burn
K = Darken
G = Lighten
E = Difference

X = Exclusion
U = Hue
T = Saturation
C = Color
Y = Luminosity
I got those last ones from
