i have an video editing final coming up for school and i was thinking of using this technique but i dont know exactly how to go about it.
im working with digital video and editing with adobe premiere.

Hmmm... an interesting challenge. Can you give me an example video clip from the show? I might be able to help you more from there.

Simple.
Just take a freeze frame of the shot you want to be "comic'd".
Import into Photoshop and apply the comic effect to it. I would recommend download a comic action from Adobe's Studio (there are tons for comic book look)
Then you can simply set up whatever kind of transition you want in Premier.
Now i you want to transition to a video sequence that looks comic book style then...
Export the video clip you want to be comic book like as a Targa Image Sequence and using the same Comic Book Action in Photoshop, do a batch action on your image sequence and re-import into premier.
Transition to your taste.
