Hi,
Yes, there is.
In Painter, it's called creating a Captured Dab brush variant which means, in a nutshell:
You select an image you want to use as the brush dab, use the Brush Selector menu command Capture Dab, then save it as a new custom brush variant.
TIP
Before capturing the brush dab, choose a brush category and brush variant that comes closest to how you want your new custom Captured Dab variant to behave.
To learn more about how to create a Captured Dab variant in Painter IX, read the following:
Painter IX Help > Help Topics > Contents tab > Customizing Brushes
On the right panel, click the link named "Managing Custom Brushes".
On the next page, read the section named "Capturing Brush Dabs".
NOTE
In Step 3 in those instructions, be sure not to hold down the Shift key to make the square selection. Just "freehand" a square selection. If you hold down the Shift key, the Brush Selector menu's Capture Dab command may be greyed out.

John Derry gives an excellent tutorial here at CGTalk regarding captured dab brushes.

that was giving me nightmares, too, but it works when you first hold down the mouse button and before dragging hold down shift...

Right, Mu.
If you hold down the Shift key first, Painter thinks you want to add to a selection which has nothing to do with creating Captured Dab variants.
It throws a lot of people off at first since they're not thinking about editing selections but about creating a nifty new custom brush variant. ;)
