CGTalk - Maya Builder Info?

Anyone know anything about Maya builder. Is it just like Maya 4 or something totally diffrent? Can you still build really high poly objects and do things like make objects live, loft, have layers and that sort of stuff? Any info would really be appreciated. Thanks.
