Is there a way to manipulate the pivot of a selection of vertexes without moving the pivot of the object?

sorta. and sorta not. You can't affect the pivot of a selection of verts cause it sorta doesn't exist :) what u can do is create a pivot in the form of a dummy and then use a 'linked x-form' modifier on the selected verts and use the dummy as the control object. Now when u move, rot etc the dummy the verts will follow and they will use the dummies pivot. it's usually useful to then link the dummy to the object if you're using it for animation. if your using it for modelling only then make the adjustments, then flatten the stack and can the dummy.

as Phil touches on, is this for animation or modeling? If for modeling you can try to select the verts, lock the selection (default: Spacebar), toggle to "Use Transform Coordinate Center" in the pivot-placement dropdown thingie next to the Reference Coordinate System in the toolbar, and then turn on 3D snap, with its options set to "snap to vertex".
With all that done, you should now be able to point to a vertex (any vertex), and whereever you see the little blue mark of snap-ness, your selection will rotate around.
Works for snapping to whatever, btw, I just picked Vertex in this case. Your selection can be edges and faces and whatnot as well.
It's a little odd when reading it the first time around, but it should make sense when you start using it.
