CGTalk - Clothing in games

I want to create these 2 characters which are based off of 2 characters from a book I recently read. They will have a lot of loose clothing, beggers actually. I've never created a character before, but I think I am ready.

How should I do the clothing so it defroms properly with the characters body?

Since imagine a lot of rips in the clothing I'm assuming it should be done as seperate objects to the body. Is that a good idea?

Why model the body if they are covered in clothes? :).. especially if it's for a game..

I don't know the correct way. I've never done this but I imagine the clothing to be a very loose. Also some rips and holes in it that the camera may see into depending on it's position.

Should the clothes be single poly thickness or double?
