Ok this is bogling my brain I have seen several new styles hitting the forums lately with 3d models that have clothes that look like a second skin and they are low poly.
how?
Is it a plugin or somthing. I have been trying it on maya and I have never found a way yet.

Hate to say it but, they are probably modeling that stuff by hand. They could be using a cloth simulator, but I rarely see that being used for detailed modeling like that. The common way it to borrow or cut off geometry from the character, expand it a little bit and add wrinkles. Of course you have to tweak the mesh to look a little more loose, but that's essentially the process. A good example of this process can be found in the Joan Of Arc tutorial at 3dtotal.com. The tutorial is so old that you may have to do a web search to get the url.
