Is there a way to soft select the area around a vertice?
Like on max it got the soft selection tool wich can "weight" the influence aroud selected vertices...
Is there something like it on Maya?

There's nothing identical exactly... but try this:
Modify / Tranformation Tools / Proportional Modification Tool
..as has been mentioned before - it kinda works like Max but "the other way round". The 'soft' deformation is within your selction of CV's.
Don't like it much myself. This may be a better alternative:

There is a script in highend that does something similar... (not quite.. but close enough)
I don't remember the name, but it had something to do with magnets or something

sometimes i'll make a cluster
and feather the weights with
paint cluster weights tool

Looks great, the only problem is I can't get the plug-in to load, he
said he will fix the loading problem in a future release and the
problem is that some machines are missing a DLL the plug-in needs.
