The left one is easy. Use a posterize effect and add a dot shaped mask on the layer. You might want to tweak the colors too, you can use adjust->Hue/Saturation and Levels for that.

Hi, all :) How can I simulate the effects like the Light Peg or ASCII art (The alienskin splat plugin for photoshop) in the footage in After effects? Are there any trick or any plugin? :shrug: I attach the exsample image ,too. Thank you.

Example a: CC Ball Action

Example b: Particle Playground with Layer emitters and the input image used in the ephimeral/ persistent property manager.

Both techniques only available when using the Proffessional version. There are other, more complex ways...
