How do i duplicate along a surface. For example...

I have a solid body of a bird. And i have an individual feather. How do i duplicate the feather, along the surface of the body in a random fashion? I have heard MAX can do this. I am wanting to get a somewhat realistic feather look on my bird..and i am looking for a fix to do it. any help would be greatly appreciated! thanx!!
