I,ve been going thru some tutorials in Maya_7 ("tryn to see what all the hype is about")

And from what I can tell at this point is that it is a great program. A LightWave user myself I mainly wanted to try it out cause I was lead to believe that CA was better in Maya
(In the realm of bone deformation I'm thinking).

I rigged a Poser(DazM3) character in Maya and rigged the same character in LightWave.
I get a much faster deformation response in LightWave than Maya.

I'm using a P4 2.4Ghz Pentium with an ATI X800 XT VideoCard/w Packaged Drivers.
The new drivers for the videocard always make my computer crash at startup.

I'm geussing maybe I need to set some prefs or somthing so I was wondering if anyone could
tell me the best way to speed things up in Maya for deformations.

Without turning this into an app war....

Try setting up a character with IK and morphs, do some animation, and then you'll see some major differences. Painting weights is faster and more accurate than using weight maps and less buggy than painting vertex weights in ligtwave. IK is far less buggy and easier to control... constraints are easier to setup and generally work better.

Keep in mind, I use both programs on a regular basis.
