CGTalk - chroma shift effect

I'm trying to make a video look badly digitized from analogue; is it possible to achieve an effect like chroma shifting (similar to chromatic aberration) ?
In AE can the channels be manipulated like in ps ?

Yes, they can. There's an entire effects category for them...

Thanks :) i've noticed that category, but I was a bit unclear.
I meant manipulation more like actually translating channels.

If you create a solid, you can apply "Channels>Set Channels" to it, and then grab any RGBA channel from any layer you want.

Do this for R,G & B of an image, and you be able to manipulate each channel as much as you want.
