well, i just wan't to learn the better way to realise a polygon into another polygon like on the gif...hope you can(could?don't know)help me.

The easiest way would be to do a bevel, flatten it, then add the extra vertex.
I assume you want those edges joined to the outside polygon!!:D

But how can i move vertex on a planar surface without deform it?
the surface witch is not aligned with the axis won't be planar anymore!

option 1: First you extrude it al little bit, then bevel it
option 2: Delete the poly where you wanna create a second poly in. take the edges from that hole, and shift+scale and you've got another little hole, again shift+scale and then collapse the edges.
option 3: Snap at midpoint and vertex, then create diagonals in the poly, then create at the middle of the new edges a new poly
Those are my tactics.

Use the 3d snap "face" (rightmouseclick on attached button)
The face you are changing is in memory, so you can move over it.
