Tool options - where??

Theres a command line near the top of your screen. When you click fillet Radius is an option shown there. Click radius and type the distance in.

The command line can also be toggled off..not suggested as a lot can be learned from the
command options that visibly express themselves here.
If the command line is not visible then go to the rhino options menu,under appearance there is a line to show the command line on/off.

you can also use your mouse to click the option in command line
