I'm having a really hard time understanding what you're trying to say, but dynamic link is a Production Suite feature only. If you have a Premiere and Aftereffects as stand alones then it is disabled.

Dynamic Link only works one way. It works from After Effects to Premiere (or Encore, respectively), not the other way around. If you edit your project in Premiere, you need to re-import your project or use copy & paste of selected clips from Premiere. And yes, like eodmpink said, only if you have Production Studio, the proper components will be installed to make it work at all.
