Hi, I'm starting to rig a character and I'd like to know how many rollbones there should be in the forarm and also, should there be rollbones in the upper legs?

It's really up to you how many, where to put them, and if to use them!

One roll bone in the forearm should be enough, but you could use one in the upper arm too, and the upperleg could use one also! So, whatever you think will work best really!
