Which is for you the best solution for make a realistic cloud in maya?
The best ratio control\realism!

Fluid Effects?

Particle whit software render?

Other solutions?

in the fluid effects menu, check the "get fluid examples". I like the afternoon clouds preset. You wont be able to control the specific shape of the cloud so well but its very realistic.

You could also paint your own clouds into the fluid but it would be difficult to get such nice results

And what you suggest: rendering with Hardware Render or Software Render?

thats up to you. You can get decent results from hardware at faster speeds but the alpha channels isn't very good. Software will give great results with longer render times.

I recommend using mental ray. If you set the samples to something like -1 and 0 the render times will be quite fast. This only works with fluids though. If you render geometry at such low samples it will look awful
